…… ∝ The Commission may refer any complaint filed with it regarding any improper conduct in any institution to the concerned institution, or to the concerned superior body for action, according to circumstances, on the condition that a report shall be submitted to it, and such body shall inform both the Commission and the complainant about the action and decision taken in respect
thereto. Provided that, in case the Commission so deems necessary, it may conduct a fresh scrutiny or initiate action it in respect to such complaint
